2010 Research Agenda

NOTE:  This agenda is organized by prioritized topic with research questions indicating specific needs or data gaps.  Questions listed are intended as examples.

1st Priority Topics
Global Warming - Greenhouse Gases (GHG)/Carbon Sequestration

1. What is the solid waste industry’s contribution to GHG emissions from landfills, incineration, recycling, composting, land application, and collection/transportation (potentially using lifecycle analysis)?
2. What effect does increased organics diversion (e.g. composting) have on total GHG emissions (including collection efficiency, markets for compost, etc.) and how does it impact other waste management options (e.g., landfills, waste-to-energy, etc..)?
3. What effect does treatment and reuse of waste materials have on the solid waste industry’s carbon footprint?
4. What has the industry done to date to reduce its GHG emissions?
5. What is the industry undertaking to further reduce its GHG emissions? 
6. What is the carbon footprint of the solid waste management industry?
7. What effect does GHG reduction have on costs?
8. Can GHG emissions be standardized for the waste industry?
9. Is carbon sequestration occurring in landfills? If so:
-How much is occurring?
-How long is the carbon sequestered?
-What waste components, or fraction thereof, are sequestered?
10. What is the collection efficiency of landfill gas collection systems?
11. What are the optimal uses of landfill gas (make natural gas vs electricity)?

Conversion Technologies

Equipment/Safety/Ergonomics

1. What are the costs/benefits of using a true bio-friendly hydraulic oil?
2. What are the costs/benefits (e.g. reduced CO2/NOx emissions, better fuel consumption, etc.) of hybrid vs. non-hybrid trucks used in refuse applications?
3. How can alternative fuels be used or more broadly implemented?
4. What are the health and safety benefits of various equipment designs (e.g. side load vs. rear load)?
5. What improvements can be made in design, operating strategy or safety considerations to reduce injuries?

H2S Problems/Toxicity

1. What is the detection limits of instruments used to measure H2S?
2. What are the pros/cons of detection instruments (e.g., cost, ease of use, durability, etc.)?
3. Are the limits for H2S imposed by states valid and realistic (e.g., Ohio-5 ppb.)?
4. Should air dispersion modeling be used to set emission standards?
5. What effect does H2S have on human health and the environment for setting exposure limits for on-site workers and nearby residents?

Fate of New Materials in Landfills

1. What issues/concerns exist related to specified risk materials (e.g. animal renderings) entering landfills?
2. What is the fate of various chemicals and biological agents with respect to landfill liners as a means of containment (e.g., volatile organic compounds)?
3. What are the affects on these materials on the landfill leachate and collection systems?
4. Can these materials be treated and removed by the leachate treatment system?
5. Can the fate of specific compounds be modeled in landfills?
6. Are the existing models adequate to predict the fate of specific compounds in landfills?
7. Do current databases of trace compound emissions allow models to be validated?

Organics Treatment

1. What technologies or management options exist for organics diversion from landfills (e.g. aerobic treatment, anaerobic digestion)?
2. What is the nutrient availability in organic residuals?
3. What is the fate of compost products?

5. Have there been any limits on the use of compost?
6. Is composting a better or worst waste management strategy (possibly using LCA methodologies)?
7. How organics collected and what are the collection efficiencies if any?
