Geosyntec Consultants (Geosyntec) worked with a multi-disciplinary team on a previous project funded by the Environmental Research and Education Foundation (EREF) to develop the Evaluation of Post-Closure Care (EPCC) Methodology. The EPCC Methodology was developed with the aim of providing a technically defensible, performance-based approach for evaluating the site-specific elements of post-closure care (PCC) at municipal solid waste (MSW) landfills regulated under Subtitle D of the Resource Conservation and Recovery Act (RCRA). The EPCC Methodology establishes a modular, performance-based approach for evaluating the functional stability of one or more waste management units (WMUs) at a landfill facility. By sequentially addressing the four primary PCC elements (i.e., leachate management, LFG management, groundwater monitoring, and final cover system maintenance) the methodology can be used to demonstrate how and when operation, care, and/or monitoring within each module can be optimized or terminated.
